SERIA FLOOD MITIGATION PROJECT

Seria township has a history of flooding. This flooding is primarily caused by the subsidence of the ground which has been measured to be 900mm since 1957. The result of this subsidence is that ground levels in Seria are in places, at the same level as the high tides. TCB Ibrahim was appointed by His Majesty's Government to find a solution to the Problem.
After Consideration of the options, it was decided to upgrade the Sungai Seria and Sungai Bera channels and to construct 2 metre high bunds on the side of these channels. These bunds ensure that no stormwater from above the Seria Bypass enters the township during heavy rainfall. The bunds also prevent tidal intrusion from inundating the Township. Once completed these bunds effectively seal of Seria Township for water other than that which falls directly on the town. However this now means that the rain falling of the town can not discharge to the sea because of the bunds.
To deal with the urban drainage, two pump stations are to be constructed each of these pumping 16 cubic metres of water per second. Each of these pump stations contains four, 3.4m diameter Archimedean screw pumps. Detention ponds adjacent to the pumps, store the flows in heavier storms reducing the required pump rate by 50%.
Currently the water level in the Seria township is a function of the tide level which rises to RL 1.3m. At high tide level the stormwater channels are full and if rain coincides with the high tide, flooding will occur. Once this project is completed, the general water level in the township will be fixed at RL 0 or mean sea level, and the incidence of flooding will therefore be considerably reduced.

WORKLOAD BENCHMARK SURVEY

An email survey to seek views on workload benchmark was sent out on 19 June 2006 to consultants listed with Ministry of Development.
33 consultants responded out of 52 consultants listed with Ministry of Development.
The responses yielded a wealth of views. Some of the more elaborate responses had to be simplified in order to arrive at some hard numbers.
It is acknowledged that the simplified numbers does not take into account the various variable factors. Some of the variables cited that will affect the actual number of projects a professional can handle are:
Nevertheless it is hoped these numbers generated from the survey would serve as useful rule-of-thumb guide.
