This document serves as guideline for activities for which open burning
is allowed for the burning of plants for land clearing for the purpose
of planting or replanting of crops by smallholders or land clearing for
development projects that does not
exceed one acre per day:-
- Director of Environment, Parks and
Recreation, Ministry of Development has been notified in writing before
the burning is carried out;
- the vegetation shall be felled and piled and is dry prior to burning;
- carried out during dry weather;
- carried out during air quality recorded at nearest monitoring station indicates PSI < 50 i.e. within the good range;
- carried out between the hours of 10.00 a.m. and 5.00 p.m.;
- which does not use material that emit black smoke as tinder material to ignite the fire (e.g. tires);
- which is not carried out at any peat soil area;
- which is carried out away from roads and
other major routes so that the smoke and particles resulting from the
burning do not interfere with the traffic;
- adequate warning of potential hazards
has been given to road-users where the burning is carried out near roads
or other major routes;
- that does not cause nuisance to nearby residents nor interfere with normal visibility;
- which is closely monitored and
controlled and which shall be stopped after the felled plant and the
biomass are completely burned;
- which is closely monitored and
controlled to ensure that only the allocated area is burned and that the
fires do not spread to adjacent areas;
- of which the Penghulu or Village Headman
of the village in which the burning is to be carried out has been
informed prior to the burning; and
- of which the nearest Fire Station has been informed prior to the burning.
Burning must be extinguished immediately if so ordered by the authorities
