In order to do this, PWD has streamline the implementation process to reflect a systematic and common approach to management of the projects.


Project implementation

​PWD uses the Project Management Manual, to carry out the process of Project Implementation from Pre-Design to Post-Completion.

A typical project is first divided into 5 main stages of implementation. Accomplishment of each stage is achieved by progressively achieving well d​efined Milestones distributed throughout the stage. Each milestone is achieved by performing tasks that are described in this manual.

All projects under Department of Development are financed through the Rancangan Kemajuan Negara (RKN). Most of DOD projects are using consultant services w​​hich are appointed through the process of appointment consultant through the ministries.

There are two types of projects handled by Department of Development:

  1. Client (Other Ministries Project)
  2. Landless Housing Project (Skim Tanah Kurnia Rakyat Jati).

Department of Development services comprise of the following stages:

  1. Pre-Design
  2. Design
  3. Tender
  4. Construction
  5. Post Completion (Before end of defect period)
  6. The certificate of practical completion (CPC) is issued when all the authorities from the government and private sectors are satisfactory for the completion of the projects.
  7. Handing over to client. (After certificate of practical completion issued).
    • Approval of final account. Final account approved, penultimate payment can be released.
    • Under EDLP, DOD still monitoring the project and any defects will be rectified until the end of defect liability period.
  8. Final Completion (After defect liability period)
  9. To issue certificate of making good defects (CMGD).
  10. The retention money can be released upon release of CMGD.
  11. All the manuals and warranties are compiled and submitted to the clients.
  12. Certificate for handing over the project to the client is issued.
  13. In this period client will fully responsible for the maintenance.
