This planning guidelines and standards are set out as a guide for the Department of Town and Country Planning (DTCP) in processing applications for commercial development. No amendments or changes of these planning guidelines and standards shall be made without prior approval from the Commissioner for Town and Country Planning.

Applications for the construction, alteration, renovation, extension, demolition or any alteration of the character of the use of any land or building shall be made to the Department of Town and Country Planning (DTCP) for planning permission prior to the submission for building approval at the Division of Building and Construction Industry (ABCi), Ministry of Development. All applications for land and building development shall be submitted by the qualified person registered with the Ministry of Development.  All applications for commercial development submitted to the DTCP for planning permission shall contain perspective drawings of the proposed commercial building. All plans submitted shall be duly signed by the qualified person and registered land owners or developer authorised by the 'Power of Attorney'. All applications for commercial development submitted shall also be accompanied by a landscaping plan.
